It was God's will that the Israelites were to leave Egypt, and Moses was tasked with delivering that message to Pharaoh. Pharaoh was so enraged by what he had heard that he doubled the Israelites' suffering. It wasn't until God brought on the ten plagues that Pharaoh finally relented and released the Israelites.
